The Portfolio of Internal and External Affairs on behalf of the Government of the Cayman Islands invites tenders from eligible and suitably qualified Service Provider’s for the procurement of helicopter piloting services to one Eurocopter EC135 T1 Helicopter with two Turbomeca Arrius 2B1A engines for operations under the direction of the Royal Cayman Islands Police Service’s Police Air Operations Unit [RCIPS].

The contract shall be for an initial period of two years and may be renewed for a further period not exceeding two years.  The Service requires the provision of helicopter pilot(s) of required standards of qualification and experience to operate the helicopter for police operations.

To determine the eligibility of tender submissions, the following relevant and verifiable submission data is required:

  1. Evidence that the Service Provider holds, a current business license in the name of the Service Provider submitting the tender, either:
    1. For locally based organisations: from the Cayman Islands Trade and Business Licensing Board; or
    2. For overseas organisations: from the state, country, or jurisdiction in which the the Service Provider currently operates,

and who are licensed to perform piloting services for helicopters.

  1. Evidence that each pilot recommended for selection possesses at least the following qualifications and experience:
    1. minimum of 2,000 hours helicopter experience of which 1,500 hours was pilot in command (without supervision); and
    2. 200 hours night flying experience with 50 hours as pilot in command; and
    3. 1,000 hours rotor wing twin turbine aircraft; and
    4. holds a valid Commercial Pilots License (Helicopter) from the pilot’s present jurisdiction.

The tender will be awarded to the successful tenderer subject to all applicable Cayman Islands Laws.  Evaluation criteria will be used to assess tenders to determine the best value for money.  The Government of the Cayman Islands is not bound to accept any, or the lowest tender, and can cancel the tender process at any time prior to the award of the tender and shall not reimburse any tendering expenses incurred by tenderers.
